the cat on the tree


Introduction
It is important to remain calm if your kitten or cat gets caught in a tree. She is probably quite freaked out, and you, as the owner, need to help her calm down.
Instructions
Difficulty: Moderately Easy
Steps
1 Step One Avoid mass panic. Given time and privacy, the cat will likely find a way down on her own. (Exceptions are if the cat is injured or if she has a leash wrapped around her neck; go to step 4 in those instances.)
2 Step Two If several hours have passed, try to lure the cat down by opening a can of her favorite food underneath the tree. Call out her name in a calm, reassuring voice.
3 Step Three Lean a wooden ladder up against the tree near the cat so she can climb down. Leave her alone with the ladder for at least 15 minutes so she can climb down on her own.
4 Step Four If the cat is too freaked out to use the ladder, put on work gloves and a thick coat to protect yourself and climb up the ladder to retrieve her. Make sure the ladder is stable before you climb it.
5 Step Five Grab the cat by the nape of the neck to reduce your chances of getting scratched and to induce calmness in the cat.
6 Step Six If your efforts only send the cat farther up the tree, call an animal shelter or a local humane society. A professional animal handler can rescue the cat quite quickly.

שר הבינוי והשיכון מאיר שטרית, המשמש גם כיושב ראש מינהל מקרקעי ישראל, יצא היום (חמישי) בביקורת חריפה על ועדות הקבלה המוסמכות להכריע מי יתקבל ליישובים קטנים, אף שהקרקע בהם היא קרקע מדינה המוחכרת ממינהל מקרקעי ישראל. שטרית אמר בכנס על עתיד מקרקעי ישראל בטכניון, כי קרקע של המינהל צריכה להיות פתוחה לכולם.

בפרט התייחס שטרית למושבים בנגב ובגליל. הוא אמר כי על פי תפישתו, יש לבטל את ועדות הקבלה ולאפשר לכל מי שזוכה במכרז למגרש בהרחבה מתוכננת של מושב לבוא ולגור במושב. "חשוב לפתח את המושבים והקיבוצים, כי הם עוברים תהליך של הזדקנות. אלו ישובים שבהם המדינה הקימה את כל התשתיות הדרושות, והם זקוקים למתיישבים צעירים".

ועדות הקבלה משמשות ביישובים רבים עוררו ביקורת חריפה על כך שהן מונעות מערבים, הומוסקסואלים וקבוצות אחרות לחכור בהם קרקע. עו"ד סוהאד בשארה מעמותת עדאלה אמרה בכנס: "יישובים קהילתיים הם מנגנון לסינון לא רק של ערבים, אלא גם של אתיופים, הומואים ולסביות, אמהות חד הוריות ויהודים ממוצא מזרחי".

בעדאלה מאיימים לעתור לבג"ץ

בעדאלה הגדירו את הצהרת שטרית "חיובית", אך אמרו כי בכוונתם לעתור לבג"ץ בשבועיים הקרובים, בדרישה לבטל את ועדות הקבלה. "לא ייתכן שמינהל מקרקעי ישראל יעביר אדמות מדינה לידי ידיים פרטיות שמחליטות את מי לקבל ולמי לאפשר ליהנות מהקרקע", נמסר מעדאלה.

בעבר איפשר המינהל ועדות קבלה גם ביישובים גדולים יחסית, בעוד היום הוא מאפשר זאת רק ביישובים בני 300 משפחות ומטה. בג"ץ אף אסר על דחיית מועמדים בשל היותם ערבים, אך גם כיום נדחים מועמדים ערבים בנימוקים אחרים, כגון "אי התאמה אישית".

בדבריו היום תקף שטרית בחריפות רבה את האגודות החקלאיות הפועלות במושבים, ואחראיות בין השאר על קבלת תושבים חדשים. לדבריו, אגודות אלו מתייחסות לתושבים כאל אריסים, וחלקן נגועות בשחיתות. "האגודות האלה מתייחסות למתיישבים החדשים כמו וסלים או אריסים, זאת למרות שהן בכלל לא בעלות הקרקע", אמר שטרית. "יש ועדות קבלה למתיישבים חדשים מטעם האגודות שהן לא מקובלות עלי, ולעתים מי שרוצה להתקבל ולזכות במגרש צריך לשלם מתחת לשולחן לועדות עשרות אלפי דולרים. אני מציע לאנשים לבוא ולהתלונן על התופעה הזאת, אבל כיום אנשים מפחדים לעשות זאת".
עמדה שונה ביחס לוועדות קבלה הציג בכנס, מנהל מינהל מקרקעי ישראל, יעקב אפרתי. לדברי אפרתי, ליישובים קהילתיים צריכה להישמר הזכות לבחור את תושביהם, גם על רקע לאומי. "אם יש יישוב שהגדיר את עצמו כבעל אופי מסוים, אני מקבל את הבחירה הזו. אני לא אכריח אותו לקבל אנשים שלא תואמים את אופי היישוב, כמו שאני לא אכריח יישוב צ'רקסי לקבל מישהו שהוא לא צ'רקסי. אני חושב שזה בהחלט סביר לנהוג כך", אמר.
אפרתי ציין, כי לאחרונה שיווק המינהל אלפי מגרשים בעיר הבדווית רהט, ובמקרה זה לא נערך מכרז פתוח, משום שלתושבים הבדווים חשוב לבחור ליד מי הם גרים, בהתאם לקשרים בין החמולות השונות. את הכנס בטכניון אירגנו מוסד שמואל נאמן בטכניון, ואוניברסיטת תל אביב.
